The "Measures" pointed out that the ammonium phosphate production enterprises that have applied for publication should meet the following requirements: they must have independent legal person qualifications, be in compliance with the conditions for access to the ammonium phosphate industry and related national standards and regulatory requirements, and comply with the plans for the development of the phosphate fertilizer industry or the phosphate chemical industry. Planning; Application procedures for establishment of enterprise ammonium phosphate construction projects, land use, environmental impact assessment, and production safety are in line with national requirements for approval, approval, or filing procedures.
Each local department of industry and informatization is responsible for receiving applications for announcements submitted by enterprises in the region, together with the departments of environmental protection, quality inspection, safety supervision, etc., to conduct on-site verification of the relevant conditions of enterprises in the region that have applied for the announcement, and put forward the opinions of the preliminary examination and timely compliance with the preliminary examination. The enterprise application materials and on-site verification opinions of the entry conditions are reported to the Ministry of Industry and Information Technology. The Ministry of Industry and Information Technology shall complete the examination of whether the applicant company meets the conditions for entering the industry within three months from the date of receipt of the application materials. The enterprises that meet the requirements of the announcement shall be announced to the public in the form of announcements.
The Measures also emphasizes that if an announcement enterprise fails to maintain access conditions for the ammonium phosphate industry, refuses to accept supervision and inspection, fills in relevant information for fraud, occurs major safety and pollution accidents, etc., it may revoke its announcement qualification.
