In this regard, the industry believes that this indicates that the domestic diesel oil quality upgrade has finally made substantial progress, but for the three giants, this requires them to upgrade oil refining equipment, production processes, production costs will also increase; After the implementation of national standards and enforcement, it will greatly promote the progress of the Ministry of Environmental Protection in the implementation of the four emission standards for heavy-duty diesel vehicles.

Previously, because the three major oil giants were concerned about the increase in the cost of oil refining, they could not produce the national standard four-vehicle diesel fuel to guarantee supply. The Ministry of Environmental Protection had to postpone the implementation date of the emission standard twice.

Guosei Diesel New Standard is expected to be implemented in July

On the morning of May 30th, the National Standardization Committee organized a seminar on the implementation date of the new standard for diesel fuel in Beijing. The National Development and Reform Commission and the ministries of the Ministry of Energy, the Ministry of Finance, the State Administration of Taxation, the Ministry of Environmental Protection, the Ministry of Industry and Information Technology, and PetroChina, Sinopec, and CNOOC related personnel participated in this meeting. According to the above-mentioned sources, the meeting discussed and determined that: After the new standards for vehicle diesel are approved by the State Council, they are tentatively scheduled to be implemented at the beginning of July 2012; the transition period for the new standard is two and a half years, that is, enforced nationwide on January 1, 2015. “At this point, the domestic diesel quality upgrade has finally made substantial progress.” Chen Zhuo, analyst at Zhuo Chuang said, “In the past few years, the quality of domestic gasoline has been upgraded step by step, but the quality of diesel has been stagnant. Most of them are still national standards. Only a small number of regions have successively implemented the local third- and fourth-phase standards and have not yet formed national standards."

It is understood that, at present, Guangdong, Guangdong, Beijing, Beijing, Shanghai, the Soviet Union and other four diesel standards, the use of local standards. Sales are mostly enforced by retail sales, and wholesale direct sales are still sold concurrently with the two standard diesels.

Chen Geng said that at present, the refineries of the third and fourth standard diesels in the producing countries are also relatively limited, mainly supplying refineries in several major cities in Guangdong, Beijing, Shanghai and Suzhou.

In 2011, the General Administration of Quality Supervision, Inspection and Quarantine and the National Standards Committee issued the standard GB252-2011 diesel fuel standard instead of the previous GB252-2000 light diesel oil standard. However, the standard difference between industrial diesel and automotive diesel oil was not marked, nor was the standard applied. In the first few stages.

Chen Geng said that as early as 2010, the Chinese Academy of Environmental Sciences undertook the revision of the "Control Standards for Harmful Substances in Gasoline and Diesel Fuels (China's Fourth and Fifth Phases)", and controls harmful substances in vehicle diesel (fourth and fifth phases). The standard has been revised to put forward higher requirements for many standards such as chroma, sulfur content, polycyclic aromatic hydrocarbon content, and copper sheet corrosion.


Increase the oil giant's refining costs

Chen Geng believes that the implementation and enforcement of the new National Diesel Standard will greatly increase the refining costs of the oil giants because of the need to upgrade refinery equipment and production processes.

According to a survey conducted by the Ministry of Environmental Protection, the refineries of the diesel engines used in the country's second and third-grade automobiles have been upgraded to diesel fuel for the National IV and the National Five standard vehicles, and they require hydrodesulfurization or other desulfurization processes. Refinery equipment investment, including hydrogenation equipment, S-zorb device (to invest more than 300 million yuan / set); In addition, the desulfurization process in the production process of materials and energy consumption, both of which will increase the cost of refining. At the same time, other factors such as the adjustment of product structure brought about by the refinery process adjustment and the increase in the sulfur content of crude oil will also cause cost changes. Automobile gasoline and diesel are upgraded from the national three standard to the Guangdong four standard. The cost increase is about 0.12 yuan to 0.15 yuan per liter, and 160 yuan to 200 yuan per ton.

Xu Hui, deputy director of the Sinopec Technology Development Department, once said that the upgrade of the gasoline and diesel standards for vehicles from State III to State IV will increase the cost of petrochemical enterprises by approximately RMB 200/ton.

The reform and upgrading of refineries requires the environmental protection ministry's environmental assessment and the National Development and Reform Commission's approval procedures. According to the reporter's understanding, the Ministry of Environmental Protection will be responsible for the approval and support of clean fuel upgrade projects.

In addition, relevant persons participating in the above-mentioned discussion said that the Ministry of Finance and the State Administration of Taxation will be responsible for the implementation of the specific implementation plan as soon as possible on the basis of the taxation policy for advance oil product taxation issued by the State Administration of Taxation last year; the National Development and Reform Commission will take the lead in the industrial research. Problems with diesel (high-sulfur) and automotive diesel (low-sulfur) prices being the same.

Prior to this, the State Council put forward for the first time in the "Opinions on Strengthening Key Environmental Protection Work" that enterprises that produce fuel oil that meets the standard of the next stage should be given preferential treatment on consumption tax policies.

According to the pricing of local low-sulfur automotive diesels by the price departments, the price of diesel for vehicles is a little higher than that of ordinary diesel, which is generally around 5%. According to the study, if the difference between the price of diesel for diesel vehicles and that of ordinary diesel is within 0.10 yuan, we can basically avoid the purchase of relatively expensive vehicle diesel by considering the price difference. Experts also suggested that the price of ordinary high-sulfur diesel can be properly increased to subsidize low-sulfur automotive diesel, so that the difference between the two prices can be controlled within a reasonable range.

Accelerate the promotion of the four emission standards for diesel vehicles

According to the reporter's understanding, as early as December 21, 2010, the Ministry of Environmental Protection had for the first time postponed the implementation of the four standards for diesel vehicles. The Ministry of Environmental Protection said at the time that for vehicles with compression ignition engines and vehicles, the implementation of the National IV standard was tentatively postponed for one year, that is, from January 1, 2012. Earlier this year, the Ministry of Environmental Protection issued an announcement to postpone the implementation of the national standard for heavy-duty diesel vehicles nationwide from July 1, 2013 onwards.

The fourth national emission standard is the national fourth-phase pollutant emission standard for motor vehicles. The Ministry of Environmental Protection explained that: “Given that the supply of vehicle diesel fuel that satisfies the requirements of the Fourth National Standard is still not in place, it seriously restricts the implementation progress of the National IV standard. The effect is based on the actual fuel supply for vehicles. It is decided to divide the model into four sub-regions and implement the four national standards."

Due to the poor quality of diesel in China, the development of diesel vehicles with higher fuel economy is constrained. At present, of the new cars marketed in China, gasoline cars account for about 99%, while the market share of energy-saving diesel cars is less than 1%. Therefore, China uses more than 20 million tons of oil every year.

Chen Geng said that under the environmental protection and economic pressure, the upgrading of diesel quality cannot be ignored. According to incomplete statistics, currently large domestic refineries of Sinopec and CNOOC basically have the technical ability to produce diesel fuel for meeting the National IV standard. Some of these refineries have the technical capacity to produce automotive diesel fuel that meets the national five standards. Sinopec Zhenhai Lian Hualihua South China Sales Branch has begun production and supply of vehicle diesel fuel that meets the requirements for Phase V control of hazardous substances.

The industry generally believes that the three major oil giants may not be willing to pay for the transformation of refinery desulfurization equipment. There has been no major plan to produce the national standard four-engine diesel fuel. The oil company said that due to refinery approvals, equipment replacement cycles, and the replacement of new standard diesel fuel tanks require a lot of preparation time.

"The impact of diesel quality upgrades on the economy is relatively large. It is not yet suitable for full-scale enforcement. It must be rolled out in phases and needs a transitional period," Chen Chen added. "Diesel fuel is the most basic fuel, and its downstream audience is very common. It can be said. All goods that need to be transported will contain a part of the conduction cost of diesel fuel prices. After the upgrade, the rise in diesel prices will inevitably drive up the price of the entire commodity, which is self-evident to consumers and CPI.
