Recently, the United States International Trade Commission found that polyethylene retail bags (PRCs) from Thailand, China, and Malaysia were exported to the United States at prices below normal, substantially damaging the interests of U.S. producers. Therefore, U.S. Commerce informs U.S. Customs and Border Security Bureau (CBP) that anti-dumping duties are levied on these products at prices that are lower than the standard prices for imported products. The U.S. Customs and Border Security Bureau also received notification of the importation of prepaid deposits equal to the weighted average dumping margin for polyethylene retail bags. For Chinese companies, the dumping margin is 0.24-77.57%, Malaysia is 84.94-101.74%, and Thailand is 2.26-5.35%. The U.S. Department of Commerce acknowledged that there were negligence in the calculation of dumping margins for polyethylene retail bags in China and Thailand in June this year. Prior to the release of information in the U.S. Federal Gazette last month, the magnitude has been revised. The range of original dumping in China was 0.20-77.3%, and the dumping range in Thailand was 0.62-5.66%. Earlier this year, the U.S. Department of Commerce announced that it initially ruled that all three countries' imported polyethylene retail bags were sold at a price lower than normal, with a dumping margin of 0.12-122.88%. In 2003, the total volume of polyethylene retail bags imported from the United States by China, Thailand, and Malaysia was US$183.8 million, US$43.3 million, and US$6.9 million, respectively.
