How much energy tension will cause impact on the chemical industry? To this end, the reporter interviewed Pan Derun, vice president of the China Petroleum and Chemical Industry Association.

Reporter: Some people say that the biggest threat to China's oil supply is not how much oil can be produced in China, but because of excessive oil consumption. How do you think about this issue?

Pan Derun: This analysis makes sense. Therefore, the state encourages the development and use of alternative fuels to reduce the dependence on crude oil. On the one hand, the State is strengthening the preparatory work for the development and utilization of unconventional oil and gas resources, including the study of resource census and mining technology, early integration into planning, and intensive work such as the research and development of natural gas, liquefied petroleum gas, oil shale, and coalbed methane; We will strengthen the research and testing of new energy, especially renewable energy.

Reporter: The goal of China's oil development strategy is to strive to double oil supply by 2020 to meet the quadrupling requirement of the national economy. What is the overall idea of ​​achieving this strategic goal?

Pan Derun: I think there are several aspects. The first is to expedite the legislative process of oil and natural gas and establish a sound government management system for the oil and gas industry. The second is to speed up the revision and improvement of the "Energy Conservation Law" and its supporting energy conservation policies. It is necessary to formulate and enforce fuel-saving technical standards, eliminate and suppress inefficient oil consumption, limit and eliminate wasteful energy, environmental pollution, backward processes, technologies, and equipment, and intensify supervision and inspection. The third is to further increase the policy support for the exploration and exploitation of domestic oil and gas resources and formulate supporting policies that are in line with the actual conditions of the oil and gas industry. For example, the VAT reform pilot project was expanded to petroleum and petrochemical enterprises. The value-added tax was changed from a production type to a consumption type, and the VAT rate was lowered appropriately. A tax system more suitable for the special circumstances of the petroleum and petrochemical industries was explored as soon as possible to provide sustainable development for the company. Policy support; attach importance to the development of low-grade oil resources and formulate tax support policies for old oil fields, low-permeability oil fields and marginal oil fields. The fourth is to develop and utilize overseas oil and gas resources and incorporate “overseas” overseas oil resources into the national energy strategy. Fifth, actively implement a flexible and effective diversification strategy for oil and gas import trade. Sixth, encourage the development and use of alternative fuels to reduce the dependence on crude oil. In particular, we will accelerate the establishment of a national oil strategic reserve system and an energy early warning mechanism. The state will adopt a public reserve model in which both government reserves and institutional reserves are simultaneously held, with government reserves as the mainstay and institutional reserves as the supplement. At the same time, the country will continue to encourage companies to develop and use alternative fuels such as natural gas, liquefied petroleum gas, oil shale, coalbed methane, and alcohol ether fuels. New energy, especially renewable energy research and experiments, such as solar energy, wind energy, hydrogen energy, and fuel cells, will also be strengthened.

Pan Derun: The new energy concept tells us that the material is immortal, but the quality is decreasing; the energy is conserved, but the grade is decreasing; the moving material is directional, and it cannot be forever repeated; and the circulation of matter will have boundaries, Everything will have a day to end. This worldview regulates a line of behavior for humanity. Whether it is energy development or energy conservation, we must pay attention to scientific and technological theoretical innovation, extensive use of advanced technologies, elimination of outdated equipment, technologies and processes, and intensify scientific management.
