In order to further strengthen the mine geological environmental protection work in our province, strengthen the responsibility of the mining rights holders to restore the geological environment of the mine, and effectively restore the geological environment of the mine, the relevant matters are hereby notified as follows:
1. The municipal and county land and resources bureaus should attach great importance to the management of the "plan" and deposits, clarify that the leaders in charge should personally grasp, arrange special personnel to be responsible, and conscientiously do a good job in the preparation, review, supervision and inspection, acceptance and margin accounting, collection, return, etc. Management work. For those who neglect their duties in the supervision and management of mine geological environment protection and governance restoration, and the deposits are not receivable, the relevant responsible persons will be handled according to the law.
Second, the municipal and county land and resources bureaus should strengthen the supervision and management of the restoration of the geological environment of the mine. It is necessary to take the annual inspection of the mineral resources development and utilization of mining enterprises (referred to as the "early inspection of mines") and the examination and approval of mining rights as the starting point, strictly implement the relevant regulations, and have not compiled Mines that fail to pay the deposit and pay the deposit in installments but fail to pay the deposit in the current year cannot pass the annual inspection of mining rights. The mining enterprise's application for renewal registration shall be submitted in accordance with the “Announcement of the Liaoning Provincial Department of Land and Resources on the Catalogue of Administrative Approval Requirements for Mining Rights†(No. 3, 2012). If the requirements of the application materials are not complete, the provincial and departmental offices shall not accept the case, and the municipal and county land and resources departments shall issue a notice of correction, requiring the mining enterprises to make corrections within a time limit, and the correction period shall not exceed 6 months in principle (excluding the mines listed in Annex 2). . 3. The municipal and county land and resources bureaus shall strengthen the management of mine geological environment protection and restoration and management programs, and urge all mining enterprises to complete the preparation and review of mine geological environment protection and restoration and management programs as soon as possible, and carefully report the deposits and deposits statistics. The table (Annex 1) will be submitted to the provincial government electronic version of the document (including the name and reason of the unpaid deposit mine) before the 5th of each month. In the "Program", it is necessary to clarify the mine's annual governance recovery plan, and there is no supplementary plan for the annual governance recovery plan in the "Program". Mines that have not completed the preparation of the "Proposal" and failed to pay the deposits should be completed by the end of September this year. The production mines included in the provincial "Qingshan Project" governance tasks should complete the preparation of the "Program" and the collection of deposits by the end of May this year. To ensure that the geological and environmental management tasks of production mines are completed on schedule as scheduled (see Appendix 2 for the list of enterprises that have failed to pay the deposits in each city).
4. In order to ensure the implementation of the “Qingshan Project†in our province, the Municipal Land and Resources Bureau shall, in light of the actual situation of the region, communicate with the local financial and environmental protection departments, formulate a plan for the return of the deposit in installments, and do a good job of returning the deposit. If the mining right holder fails to rehabilitate the mine in accordance with the requirements of the “Proposalâ€, or fails to meet the requirements of the mine geological environment protection and treatment recovery plan, the mine geological environment treatment recovery deposit shall not be returned, and the returned deposit shall be recovered according to law.
