In order to better support FAW Group to open up the market and expand the sales of self-owned brands, and ensure the target of 3 million vehicle production capacity in Changchun City during the “Twelfth Five-Year Planâ€, the Changchun Municipal Government recently granted a number of preferential policies to the purchase of FAW Group's own brand vehicles.
The first of these preferential policies is to increase the government's official vehicles to purchase FAW's own brand cars. In accordance with the “Administrative Measures for the Updating of Government Official Vehicles†formulated by the State, within the prescribed displacement and price range, when all levels of government departments, institutions and public institutions of Changchun City are equipped with and upgrade official vehicles, they are homogeneous. Under the premise of the price, it is preferred to purchase the self-owned brand cars produced by FAW Group. FAW's official vehicles purchased by the government should be given a price discount of 10-15% for the market-guided price of different models. Second, when the municipal government's government departments, institutions, and government investment projects purchase special vehicles, under the premise of the same price, FAW Group products should be the first choice, and priority should be given to the purchase of FAW Jiefang series of urban sanitation vehicles and landscaping. Spray trucks, municipal engineering vehicles, urban muck transport vehicles, as well as special vehicles such as ambulances, police cars, garbage disposal vehicles, postal vehicles, and administrative law enforcement vehicles. FAW Group should give preferential prices to special-purpose vehicle products purchased by the government. The third is to encourage the company's operating units to purchase FAW Group school bus products, and to provide financial subsidies to the school bus service providers to purchase FAW Bus Company, that is, the bicycle subsidy is 10% of the total price, and the maximum subsidy is not more than 50,000 yuan. The financial subsidies of the municipal, county (city) districts are each 5%. Fourth, all bus companies and passenger transport companies in Changchun City should give priority to the purchase of FAW passenger car products when purchasing passenger cars. For non-financial investment in the purchase of FAW passenger cars, the municipal finance grants a subsidy of 10% of the total price of each vehicle, and the maximum subsidy for bicycles does not exceed 50,000 yuan. The fifth is to implement the “Huimin†subsidy for Changchun citizens to purchase self-owned brand passenger cars produced and sold by FAW Group in Changchun. The scope of subsidies is for residents who have registered in Changchun City and purchase and relocate in Changchun. The subsidy standard is 3,500 yuan for each Oulang car; 5,000 yuan for each Pentium B50 car; 6000 yuan per car for the Pentium B70; Pentium B90 and Pentium SUVs subsidize 7,000 yuan per vehicle. The sixth is to organize “group purchases†for all units and individuals in the city. Anyone who submits a “group purchase†car of FAW Group by the municipal government auto office will give preferential treatment on the basis of enjoying the “group purchase†price of FAW Group society. Individuals participate in "group purchases" while enjoying "huimin" subsidies. The seventh is to actively encourage the promotion and use of FAW Group's new energy vehicles. The government's official vehicles purchase new energy vehicles accounted for no less than 20%; all new taxis in Changchun City adopt new energy vehicles; when taxis are retired, they are preferred to use FAW Group. The new energy vehicles; when the “Ten Cities and Thousand Vehicles†energy-saving and new energy vehicles are demonstrating and promoting the pilot vehicles, the FAW Group's energy-saving and new-energy vehicles are not less than 70% of the total. Eighth, these preferential policies are valid from July 1, 2012 to June 30, 2013. The Changchun Automobile Office will formulate implementation rules with the Municipal Finance Bureau and other departments to ensure that the preferential policies are implemented.
