The second is to extensively purchase resources such as naphtha, condensate oil, and light hydrocarbons, and moderately advance the development of methanol to olefins to increase the diversification of raw materials. The third is to improve the utilization of raw materials by processing the by-products or combining them with the enterprises in the park. The fourth is to improve the technology of heavy oil processing and olefin production. Fifth, speed up the adjustment of ethylene downstream product structure and increase the proportion of high-end products.

In the aromatics industry, the market demand for benzene, toluene and paraxylene is relatively large, and the demand in the domestic market will slow down during the “12th Five-Year Plan” period. There are regional differences in the production capacity of aromatic hydrocarbons in China, which has affected the development of petrochemical downstream industries to a certain extent, and has reduced the opportunities for the development of extended products. During the “Twelfth Five-Year Plan” period, the refinery industry will be adjusted in a timely manner in conjunction with the opportunity for refining companies to import or distill oil.

During the “12th Five-Year Plan” period of organic raw materials industry, along with the construction and renovation of a number of petrochemical projects in China, the supply of organic chemical raw materials such as ethylene oxide, ethylene glycol, propylene oxide, acetic acid, styrene, and phenolacetone is taking place. By the end of 2012, the total output of the five general-purpose synthetic resins in the composite materials industry is expected to reach 61.69 million tons, which is only 6.3 million tons from the target set forth in the “Twelfth Five-Year Development Plan for Petrochemical and Chemical Industry”. Under such circumstances, it is particularly important to upgrade product quality, increase the development and productivity of specialty materials, and enhance the level of differentiation.

In the field of synthetic rubber, special rubber has attracted more and more attention in recent years. In the future, the outlook for the specialty rubber market is generally better and has potential for development. Nitrile rubber, halogenated butyl rubber, ethylene propylene rubber, isoprene rubber, and chloroprene rubber of the butadiene route are key products for the synthetic rubber industry in the next few years.
