The national standard for passenger cars to implement the full upgrade of commercial vehicles and oil products needs to be solved


Recently, the Ministry of Environmental Protection announced the announcement No. 49 of 2011 “Announcement on the Implementation of the Fourth National Phase Pollutant Emission Standard for Light-duty Gasoline Vehicles, Dual-purpose Fuel Vehicles, and Single-gas Fuel Vehicles”, which was decided on July 1, 2011. Starting from the day, all light-duty gasoline vehicles, dual-purpose fuel vehicles, and single-gas fuel vehicles produced, imported, and sold must meet the requirements of the National IV standard. Enterprises that produce or import these products shall submit an application for the approval of pollutant emission standards to the Ministry of Environmental Protection in accordance with the standards. The Ministry of Environmental Protection shall issue environmental protection type approval certificates to the vehicles that have passed the audit.

This means that, starting from July 1, 2011, national-level motor vehicles that fail to reach the National IV standard will not be able to be sold, nor will they be given licenses or pass annual inspections. Compared with the three national standards, the National IV standard imposes more stringent controls on the emission of motor vehicles. It is necessary to further reduce emissions by 30% to 50% to meet the national standards. For owners who have already bought a car, the implementation of the National IV standard has no effect at the moment. However, people who want to buy a new car should pay attention to the fact that when they buy a car, they must look at the vehicle manual and the pollutant discharge certificate, and they will indicate whether the vehicle meets the national standard.

National Fourth Standard Implementation in July

In fact, as early as the beginning of 2011, the Ministry of Environmental Protection issued a “Replied to the Implementation Date of the National Phase IV Limits of National Motor Vehicle Emission Standards”, which requires that, as of January 1, 2011 Vehicle gas ignition engines and vehicles required by the standard may not be sold or registered. From January 1, 2012, any new compression-ignition vehicle that does not meet the requirements of the National IV Standard shall not be sold or registered; a new compression-ignition type engine that does not meet the requirements of the National IV Standard may not be sold or put into use.

The country 3 and country 4 standards refer to the Euro 3 and Euro 4 automobile emission standards. Compared with countries 3 and 2, the pollutant emission limits are further reduced. The exhaust pollutant emission limit of China's No. 3 standard is lower than that of No. 2 standard exhaust gas. The pollutant discharge limit is reduced by 30%, while the Chinese No. 4 standard will be further reduced by 60%. In order to ensure the stability of the vehicle to reach the emission limit during the use of the vehicle and to ensure the durability of the vehicle emission control performance, the requirements for on-board diagnostics (OBD) and in-vehicle compliance are increased.

Except for light diesel vehicles, the other four vehicles specified in the “Limits and Measurement Methods for Light-duty Vehicle Pollutants (National 3rd, 4th National Phase)” (GB18352.3-2005) shall implement the National IV standard on time. That is, starting from July 1, 2011, all light-duty gasoline vehicles, single-gas fuel vehicles, and dual-use fuel vehicles that do not meet the requirements of the National IV Standard shall not be sold or registered.

However, it is understood that the implementation of the National IV emission standards will have little impact on the passenger car market. Because the current domestic sales of passenger vehicles have basically reached the national standard, and Beijing began to implement the national standard before the 2008 Olympic Games. Cities that have entered the national four-phase ahead of time include Beijing, Shanghai, Nanjing, and Guangzhou. Elevated emission standards have little impact on these cities.

Oil issues need to be solved urgently

It is understood that the full implementation of the fourth national emission standards, the difficulty is mainly concentrated in oil products and commercial vehicle companies. The biggest problem in fully implementing the National IV emission standards is not the technical issue of fuel engines, but the problem of oil products in the market. In order to widely promote the National IV emission standards across the country, it is imperative that the oil products from the market be brought up to meet the requirements for the use of the National IV engine, rather than requiring the engine manufacturers to raise the engine again and again. Fuel performance. Otherwise, how to advocate the Fourth National Emission Standard is just an empty talk.

Regarding oil products, the Ministry of Environmental Protection has stated that it will speed up the implementation of the fourth national emission standard for motor vehicles, accelerate the pace of oil product quality upgrades for refinery companies, and implement the implementation of National IV oil supply nationwide as soon as possible. However, judging from the current situation, especially in less developed areas, the quality of oil products is still out of line with the new standards.

Another impact of the implementation of the National IV emission standards is mainly concentrated on commercial vehicle companies. Compared with the National III environmental protection standards, the National IV standard requires that the emission limit be reduced by about 50% on the former basis. Therefore, the engine electronic fuel injection system needs to be renewed. Matching, and re-calibration of the catalyst formula, adding precious metal elements, so that the electronic control of fuel injection control accuracy is higher, which may be quite difficult for some domestic companies.

According to industry sources, due to technical bottlenecks and other reasons, 90% of commercial vehicles currently sold nationwide cannot yet meet the National IV standard. For commercial vehicle companies, technology upgrades that constantly meet emission standards are the only way for companies to develop and integrate with international standards. From State III to State IV, the latest engine emission technologies are basically in the hands of large foreign companies. Foreign commercial vehicle companies can very easily introduce new products that are in line with China IV.

However, Chinese commercial vehicle companies have neglected the development of core technologies because of their excessive pursuit of market share, leading to a serious lag in technological upgrading. At present, domestic enterprises can only introduce the technology of foreign companies to complete this technology upgrade.
