The reporter learned that China-ASEAN free trade zone preferential tariff policy refers to the China-ASEAN free trade zone signatories (including China, Brunei, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, Vietnam, etc.) At the same time, the overwhelming majority of imports and exports are given preferential treatment for zero-tariff treatment. This preferential policy of zero-tariff treatment between each other has been implemented since January 1, 2011.
With the deepening of the China-ASEAN Free Trade Area Strategy, China's export products can enjoy preferential tariff policies in the free trade zone in the ten member countries of ASEAN with the China-ASEAN Free Trade Zone preferential certificate of origin.
Since December 31, 2014, China has exported rubber tires under HS4011.10, 4011.20, and 4011.94 of Laos (which are commonly referred to as semi-steel radial tires, all-steel radial tires, and engineering tires), and January 1, 2015. Since then, China's rubber exports to Cambodia under the HS4011.10, 4011.94 under the rubber tires to zero tariffs.
This is after the zero tariff on imported rubber tires under Singapore, Brunei HS4011.10, 4011.20, 4011.94, and two import zero tariff ASEAN member states.
At this point, under the HS4011.94 rubber tires, except for Indonesia's 15% CIF tariff, Vietnam's 5% CIF tariff, and all other ASEAN countries' import tariffs have dropped to zero.
Due to the lack of understanding of the preferential tariff policy of the enterprises in the Free Trade Zone and the restriction of the recessive trade measures of the ASEAN countries, Dongying City, Shandong Province, accounted for the largest proportion of rubber tires for exports to ASEAN (accounting for 34.69%). In 2014, the value of exports to ASEAN was US$173.39976 million, the amount of visas for ASEAN certificates was 10.309545 million US dollars, and the percentage of visas was only 5.95%. The use of preferential tariff policies in the Free Trade Zone has unbalanced levels and overall low levels.
Therefore, the Dongying Inspection and Quarantine Bureau reminded all tire export companies to make good use of various preferential policies of origin, including the China-ASEAN Free Trade Area, to continuously improve their product competitive advantage.
