Regarding the overall thinking and progress on the construction of pesticide industrial parks, on October 11, the reporter interviewed Li Zhengxian, vice chairman of the China Pesticide Industry Association.
Li Zhengxian said that for a long time, China’s pesticide companies have been small and scattered, and the problem of pollutant control has not been effectively solved, posing a serious threat to the environment and people’s lives. With the increasing globalization of the economy and the increasing environmental protection requirements, this extensive management approach has obviously lagged behind, constraining the progress and development of the entire industry, and structural adjustment is imperative. Objectively speaking, in addition to some large-scale pesticide companies in China, most enterprises, especially small and medium-sized ones, do not possess environmental protection facilities and technical capabilities. It is very difficult to achieve "three wastes" governance alone. Its operating costs are relative to the size of the company's economy. It is unbearable. The establishment of a pesticide industrial park is one of the effective ways to integrate resources, optimize the structure, and improve the level. It is not only beneficial to the comprehensive treatment of the “three wastes” in the industry, but also conducive to the development of enterprises and technology upgrades, and is conducive to the development of a recycling economy. The consolidation and restructuring of the industry is more conducive to the government's strengthening of supervision over pesticide production companies. Therefore, the path of the pesticide industry to go to the park is the trend of the times. Both the country and the pesticide industry have great practical significance and far-reaching historical significance.
The Chinese government attaches great importance to and supports the construction of the Pesticide Industry Park. At present, all relevant departments are embarking on the development of park construction policies and supporting systems to ensure the smooth structural adjustment of the pesticide industry. The State Environmental Protection Administration has formulated stringent environmental protection standards, and strict environmental impact assessments are applied to enterprises entering the park according to the standards. Enterprises that have passed the environmental impact assessment can be allowed to move into the park. The National Development and Reform Commission officially approves companies that have passed the environmental assessment of the State Environmental Protection Administration. Otherwise, they will be deemed to have violated regulations. Li Zhengxian introduced that up till now, only 5 or 6 enterprises have passed the environmental assessment and pesticide project of the State Environmental Protection Administration, which is enough to show that the government has strict and prudent relocation of pesticide companies. With the opportunity to relocate and enter the park to improve industry entry barriers, promote the effective integration of industries and technology upgrades, and ultimately completely change the backwardness of China's pesticide enterprises small and scattered, and catch up with the world advanced level, which is the fundamental driving the development of China's pesticide industry Where According to the national “Eleventh Five-Year Plan”, in the period of 3 to 5 years, the national pesticide companies will shut down, stop, merge, and transfer through the park, and integrate more than 2,000 companies into more than 500 large enterprises. At present, China's industrial restructuring through the implementation of the relocation of pesticide companies to enter the park has become a foregone conclusion, and the whole industry is advancing toward the path of park development.
The construction of China's pesticide industrial park began in 2004. Among them, Jiangsu, which accounts for 1/4 of the country's pesticide enterprises and its scale, has performed outstandingly in the construction of pesticide industrial parks, and the relocation movements of enterprises have been quick and many. At the end of 2005, the China Pesticide Industry Association and the Rudong County Government of Jiangsu Province signed an agreement to establish the Yangkou Chemical Industrial Park in Rudong County as a “China Pesticide Industry Industrial Park” featuring the development and production of high-tech pesticide products. A pesticide industrial park. In early 2006, the China Pesticide Industry Association and the Shandong Weifang Binhai Economic Development Zone jointly established the "China Pesticide (Northern) Industrial Park". In addition, pesticide parks have also been established in Nanjing, Changzhou, Taizhou, Taixing and Rugao. So far, China has initially formed a scale of pesticide industrial parks based on two pesticide industrial industrial demonstration parks, North and South. The exchange and cooperation between the China Pesticide Industry Association and the industrial park in the park planning, technological progress, "three wastes" management, and introduction of technology, has achieved a close combination of regional resource advantages and industry guidance advantages, and is a specialty for China's pesticide industry. The park gathered together to develop and explore a new road.
However, due to the long-term backwardness, many problems have been encountered in the construction of the Pesticide Industry Park. Li Zhengxian emphasized that at present, the construction of pesticide industrial parks is still at the guiding stage. Whether it is the improvement of national policies, regulations or systems, or the improvement of enterprises' own consciousness, it also requires a process. In this process, there are three major problems. The first is the issue of ideas. From the government's point of view, due to the relatively complete thinking on the construction of the Pesticide Industry Park, relevant policies, regulations, and measures have not yet been introduced, and further understanding and policy support are needed. From the aspect of enterprises, a considerable number of companies are still In a passive situation, some even hold the idea of ​​"walking day to day", lacking long-term and overall ideas. Followed by institutional issues. There is still no clear set of regulations and systems, and the supporting and foundations of public utilities related to pesticides, such as how the park is standardized, what standards the company will use, who will ultimately confirm, and what standards it will meet. The matching of raw materials is not yet available, especially how to manage the park requires a sound system to support the implementation. The third is technical issues. At present, China's pesticides lack high-end technical support, especially in environmental protection technologies. Developed countries adopt incineration technology for pesticide wastewater, and China still adopts biochemical treatment methods. The technology is far from one another. In the future, the introduction and development of advanced technologies should be strengthened to improve the technical level as soon as possible.
In response to the existing problems, the State Environmental Protection Administration proposed the formulation of mid- and long-term plans (including the “11th Five-Year Plan” and “Twelfth Five-Year Plan”) that are compatible with the park's functions, and the construction of pollutants incinerators matching the plans, and the improvement of industrial park standards. The entry threshold (environmental investment may not be less than 15% of the total investment), and the idea of ​​restricting the state's highly toxic and highly polluting products into the park, etc. At the same time, the National Development and Reform Commission requires the pesticide industry to focus on changing the company's economic growth patterns and strengthening product structure adjustments. Li Zhengxian firmly stated that the relocation of pesticide companies to the park is undoubtedly a new “revolution” in the pesticide industry, and will eventually usher in the “spring” of the development of the entire industry.
